Creating different personas (customers, users, etc) whenever the users are not the same people using your product is a worthwhile endeavor. Doing this will allow you to gain the specific needs for each group, this way if you have any conflicting goals between the groups this will be easier to see and you will be able to bring the goals of the project to the forefront. Employing multiple personas will allow the development team to model the users and differentiate the different goals of the users. So should you create one primary persona? Well if you find difficulty doing this it might indicate the market you are targeting is much too large and complex. So I have always believed that creating multiple personas is still a best in the class idea for agile and UI-forward agile projects.
